Unveiling the New OASIS-E1 Instrument: Key Changes & Their Impact on Home Health Agencies

The draft version of the OASIS-E1 Instrument, which will go into effect on January 1, 2025, is now available. The Centers for Medicare and Medicaid Services (CMS) recently posted this draft All Items Instrument on the CMS Home Health Quality reporting OASIS Data Set website, giving home health agencies an early look at the upcoming changes. 

In the finalized CY 2024 Home Health Final Ru, several changes have been made to the instrument. These changes include the removal of M0110 – Episode Timing, M2200 – Therapy Need, and GG0130/GG0170 Discharge Goals from the Start of Care/Resumption of Care time points. Additionally, a new item related to COVID-19 Vaccination, labeled O0350.A, has been added to Section O of the instrument. 

Another important update is the modification of language in the M2420 – Discharge Disposition responses. Instead of referring to “formal assistive services.” the language now emphasizes “skilled services from a Medicare Certified HHA.” Furthermore, the instructions for the D0150 – Patient Mood Interview have been revised to provide guidance on when to conclude the interview after completing D0150A and D0150B, as well as when to continue with the remaining 7 D0150 questions. 

These changes aim to improve the accuracy and relevancy of the OASIS-E1 Instrument, ensuring that home health agencies are equipped to provide the best care possible.
